Planning policy

The Planning Policy team is responsible for matters relating to planning policy in Middlesbrough. The team prepares the statutory development plan for Middlesbrough which sets out land allocations and policies to guide development proposals against which planning applications are decided.

Local Plan

The Local Plan is a series of Development Plan Documents setting policies and proposals for the use of land in Middlesbrough. It includes the Housing Local Plan (adopted 2014), a Core Strategy (adopted 2008), and Regeneration DPD (adopted 2009). View the interactive Local Plan.

The Middlesbrough development plan guidance note outlines the set of documents and policies which together comprise the Statutory Development Plan for Middlesbrough.

Emerging Local Plan

The Council approved the Local Plan Scoping Report on 30 November 2022. The report is the first stage in preparing the new Local Plan. Consultation took place on the Local Plan Scoping Report from 5 December 2022 to 31 January 2023. Find out more on the emerging Local Plan page.
