Public Spaces Protection Orders (PSPO) are intended to deal with persistent anti-social behaviour in a local area that is detrimental to the community's quality of life.
There are currently two PSPOs in place in Middlesbrough:

TS1 Public Spaces Protection Order
A public spaces protection order (PSPO) is in place in the town centre to help tackle problems like street drinking, drug taking, begging, and littering. It covers the entire residential, shopping, and leisure area in TS1, and has been in force for the last 3 years.
As part of our commitment to stamping out anti-social behaviour caused by individuals and gangs of troublemakers, we planned to extend the PSPO for another 3 years. We ran a consultation in October 2022 to ask people whether they agreed with this.
The consultation has now closed. Thank you to everyone who took part, your views are very important to us.
The total number of responses was 286. Of these, 97.55% of people said they were either 'very concerned', 'concerned', or 'a little concerned' about antisocial behaviour in TS1. Only 2.45% said they were 'not at all concerned', or did not give a response.
Respondents also voted overwhelmingly in favour of extending the PSPO for another 3 years.
The extended PSPO was approved by the council's Executive and came into force on 25 November 2022.
Everything which was part of the original PSPO is still included. As a result of feedback from the consultation, two new items have also been added - chugging and rummaging in bins. Chugging (meaning 'charity mugging') refers to stopping people in the street and asking them to donate to charity.

Cemeteries and crematorium Public Spaces Protection Order
A Public Space Protection Order (PSPO) applies in Middlesbrough Council-owned cemeteries, and the crematorium on Acklam Road.
The PSPOs is to protect the public and our staff. If you break the rules of the PSPO, you may be prosecuted.
When in our cemeteries:
- You must keep dogs on a lead (with a maximum length of 2 metres) at all times, and remove all dog poo immediately.
- You must not use, or encourage others to use, threatening, insulting, or abusive words or behaviour.
- You must not gather in a group of more than three people where the group's behaviour causes, or is likely to cause, harassment, alarm, or distress.
- You must not be drunk, drink alcohol, or bring in open containers of alcohol.
- You must not be under the influence of drugs, or bring in any drugs (except medicine prescribed by a medical professional).
- You must not threaten, intimidate, or use violence against, any other person.
- You must not light a fire or attempt to light a fire, or encourage any other person to light, or attempt to light, a fire.
The Order came into force on 31 March 2017 after a formal consultation process. The cemeteries to which the order applies are:
- Acklam Cemetery
- Teesside Crematorium
- Linthorpe Cemetery
- North Ormesby/St Joseph’s combined Cemetery
- Thorntree Roman Catholic Cemetery
- Thorntree Cemetery
